Council approves three-year IAFF Local 513 contract; one abstention over ambulance billing data

The Kewanee City Council on Feb. 11 approved a three-year collective bargaining agreement with the International Association of Fire Fighters, Local 513. The motion to adopt Resolution No. 5143 was made by Council Member Chris Colomer and seconded by Council Member Steve Faber; the roll call showed four ayes, no nays and one abstention.
Council Member Andrew Koehler abstained, saying he did not have enough information on the city’s ambulance-billing collection rate to support the contract. Koehler’s abstention was noted during the verbal roll call; no council member voted against the measure.
Fire Chief Shook told the council that ambulance-collection figures are affected by differences in Medicare and Medicaid reimbursements compared with private insurers, which skews the collection rate. City Manager Bradley agreed to include a fuller explanation and supporting data about ambulance billing and collection rates in the next council packet.
The agreement was approved as presented; the council did not amend contract terms at the meeting. The city will proceed with implementation steps identified in the contract and will provide follow-up information on ambulance-billing collection rates at the next meeting.
