York council approves agreement with Wilkins for facility optimization study

The City of York council approved an agreement on March 19, 2026, with Wilkins Architectural Design Planning LLC for a facility optimization/master-planning study of city-owned buildings.
City Administrator Dr. Crawford explained the city issued an RFQ and received 12 proposals; about 10 were judged highly qualified. "Wilkins was in the most cost‑effective tier and they also ranked very highly in terms of their public safety expertise," Dr. Crawford said, and the firm is nearby which staff said will facilitate face‑to‑face collaboration. The study will evaluate best uses for the former police building and city hall and produce recommendations before the council makes any capital decisions.
Councilmembers said the study will help the city better understand its asset inventory and options before committing to relocating departments or spending on renovations. The council moved, seconded and approved the agreement by roll-call vote.
