City of York adopts 2025–26 budget and sets property tax rate at $0.23

The City of York council on a unanimous roll-call vote passed Ordinance 2403 adopting the city’s 2025–26 annual appropriation, and approved Resolution 2025-8 to set the property tax rate at $0.23, a 5.5% decrease from the prior rate.
Council suspended the rules to expedite final passage of the appropriation ordinance and a related pay-range schedule. Ordinance 2402, which adds a cost-of-living increase to the city’s pay scales, was also passed. During a brief exchange the council considered and rejected an amendment to Resolution 2025-9 (job classifications and maximum wages) that would have removed proposed reclassifications for certain CDL/public-works positions; the amendment failed for lack of a second and the original resolution passed, with two members recorded as "no."
Mayor (presiding) thanked department heads and staff for their work on the budget, saying, "I would just like to thank all the department heads and all your staffs and everybody that's worked hard on this budget...I appreciate the council and the time we've put into it." The ordinance and resolutions take effect as provided in the city’s procedural rules; the pay schedule changes are slated to become effective Sept. 22, 2025.
Council vote tallies were recorded by roll call for each major item. The meetings’ approvals also included third readings and passage of rate ordinances for sewer (Ordinance 2399), landfill (Ordinance 2400) and water (Ordinance 2401), which the council approved with recorded "yes" votes.
The council concluded by noting that more routine administrative business had been completed and adjourned; department heads and staff will implement the adopted budget and wage schedule as directed by ordinance.
