Brownwood reviews $12.7M TxDOT airport project list; local match could top $1.2M through 2028

Public Works Director Henry Wied briefed the City Council on March 24 about recommended airport capital projects and the local funding implications of pursuing TxDOT and FAA Airport Improvement Program grants.
Wied said runway 17/35 was last rehabilitated in 2013 and taxiways A–D were last rehabilitated in 2001, placing them beyond expected useful life. TxDOT is proposing roughly $12.7 million in capital improvements that would require an estimated local match of about $1.2 million through fiscal year 2028. Wied said staff has $30,000 in the current budget to cover the local match for the FY2026 design phase, an anticipated local match of $520,000 for a FY2027 Runway 17/35 rehabilitation project, and approximately $706,000 for FY2028 taxiway and apron rehabilitation and Taxiway D reconstruction.
Wied emphasized that FAA/AIP funds accumulate over multiple years and must be spent before reallocation to other airports, and he told the council that jets "typically land at speeds of approximately 140 miles per hour," making runway surface condition critical for stopping and directional control. He also noted a shortage of hangar space, saying roughly 15 individuals are on a waiting list.
