Brownwood council approves first reading to annex 3.27-acre BMDD tract on C C Woodson Road

Mayor Pro Tem Walker Willey and the Brownwood City Council approved on first reading an ordinance to annex approximately 3.27 acres owned by the Brownwood Municipal Development District (BMDD) on C C Woodson Road and approved an Annexation Services Agreement, the council said March 10.

Deputy City Manager Ray Tipton told the council the BMDD Board filed a petition on Jan. 20, 2026, requesting voluntary annexation of the tract. Tipton said the city will provide standard municipal services to the property upon annexation, including fire and police protection, emergency medical services, code enforcement, street maintenance, stormwater management, street lighting, traffic engineering, water and wastewater services, and solid waste collection. He said the parcel is adjacent to existing city limits, making services readily available.

Tipton said the tract is currently being used as a dirt borrow pit, and that a portion of the land could be available for future development, though no development plans were presented to the council.

Resident Gina Jameson asked why the city had not annexed six other nearby parcels to “clean up the entire area.” Tipton responded that staff had researched the parcels and that the Brown County Appraisal District website is not up to date; he said the parcels in question are already inside the city limits.

After the public hearing, Councilmember Draco A. Miller moved and Councilmember Melody Nowowiejski seconded approval of the ordinance on first reading; the motion carried unanimously. The ordinance directs filing a certified copy with the Brown County Clerk and declares an effective date.

The annexation was approved on first reading; the council did not present further development plans for the tract at the meeting.
