Brownwood council approves Phase I submission for $1M downtown revitalization grant

Brownwood City Manager Marshal McIntosh told the council that the Texas Department of Agriculture opened a new Downtown Revitalization round and that a Phase I Community Application is due April 3, 2026. The Community Application evaluates municipal eligibility and can lead to a Phase II Project Application if invited.
"The Community Application allows TDA to evaluate Brownwood's demographics for eligibility and does not require a specific project," McIntosh said, noting the program’s funds may be used for sidewalks, lighting and street improvements. He reported an estimated score of 78.25 out of 90 for Brownwood, about ten points higher than the city’s prior submission, but cautioned an award is not guaranteed because the applicant pool has broadened.
Councilmember Melody Nowowiejski moved and HD Jones seconded a resolution authorizing submission of the Phase I application and designation of a downtown district. The motion passed unanimously and the city will submit the application by the April 3 deadline.
If Brownwood advances to Phase II, the Project Application would require a specific scope and budget; McIntosh said the Phase I acceptance is an initial eligibility step, not a commitment to a particular project or expenditure beyond the recommended local match.
