A sequence of public speakers told the board the district’s hiring process has produced inconsistency and harmed trust; Ryan Schilling, a Carmel resident and educator, said two social-studies candidates went through interviews and demo lessons, received offers that were later rescinded and asked the board to clarify who recommends and approves hires and when a candidate can take an offer as final.
Trustees described a recently formed temporary hiring committee that met earlier in the week and reported progress. Trustee comments acknowledged past "defects" in the process and said the committee aims to create a consistent, auditable approach so principals, candidates and the public can understand hiring decisions.
Superintendent Michael Plotkin presented concrete reforms the administration plans to implement: anonymized initial resume screening to reduce bias, standardized rubrics for screening, interview and demo-lesson evaluation, clarified steps for reference checks and onboarding, a condensed HR guide with hyperlinks for staff, and regular process reviews. Plotkin said HR and administrators will apply these tools and that the committee will report back, with a follow-up meeting planned in August.
Board members expressed divergent views on speed and timing: some said the district needed to move quickly to have staff in place for fall; others said the reforms should have been in place earlier and questioned whether fast-tracking created avoidable problems. Trustees asked the administration to document the new paper trail and deliver materials to the full board before the next cycle.
Key quote (public comment): "They interviewed with committees. They taught demo lessons. They met with administrators. They interviewed with the superintendent. They received offers and signed contracts. Those offers were later rescinded without explanation," said Ryan Schilling, calling for clarity and consistency.
Key quote (administration): "We developed the idea and codified it in our processes that we would anonymize the screening of applicants... we also created a rubric that we would use," Superintendent Plotkin said as he outlined the multi-step process for candidate review.
What happens next: The temporary hiring committee will reconvene in August with HR and principals to review implementation and data (candidate pools, time-to-fill, rubric calibration). The board asked administration to provide the materials and the committee’s schedule to the full board.
