The Green Bay Plan Commission on June 29 approved a conditional use permit to allow a single‑family residence at 1033 Grey Street and will forward the item to City Council on July 7.
A city staff member told the commission the roughly 10,000‑square‑foot lot is zoned Office‑Residential and that a conditional use is required to place a single‑family dwelling in that district. Staff said the parcel was split off from the larger 1087 Velp Avenue property in 2025, that inspections approvals are already in place, and recommended approval subject to compliance with the Green Bay Municipal Code, required building permits and a condition that driveways at 1033 Grey Street not serve 1087 Velp Avenue; driveways serving 1087 Velp Avenue must be removed and curbing restored.
Applicant David Hartman of HQ Holdings LLC spoke in favor of the project and described site changes. "I'm going to take out all of that asphalt...that whole area right there," Hartman said, adding that the plan will add green space and include a single entrance to the office space.
Commissioners moved and seconded the staff recommendation and voted to approve. The transcript records the motion and a vote in favor; individual vote tallies and the name of any dissenting commissioner on that specific motion were not recorded in the transcript. The commission will forward its recommendation and the case record to the City Council for final action on July 7.
If the council approves, the applicant must obtain all required building permits and satisfy the driveway removal and curbing condition before final occupancy.
