Monroe council introduces Five-Year Capital Improvement Program; councilman requests deeper review

At a March 18 special session in Monroe City Hall, the City Council moved to introduce an ordinance adopting a Five-Year Capital Improvement Program (CIP) covering May 1, 2025, to April 30, 2030. The motion was made by Mr. McFarland, seconded by Councilman Verbon Muhammad, and approved unanimously.
After the introduction, Councilman Muhammad said he had not yet had sufficient opportunity to provide input and requested additional time to review the CIP and to consult with Engineering. Chairman Juanita G. Woods asked whether the council could introduce one ordinance without introducing the other; City Attorney Brandon Creekbaum responded that the charter's only timing requirement is that the plan be adopted by the second-to-last meeting before the fiscal year end (he stated April 8), and that introduction at this meeting preserves the charter timeline while allowing more time for review.
No members of the public offered comment during the Citizen Participation period. The council adjourned at 4:17 p.m. The introduction places the CIP on course for subsequent consideration and final adoption under the charter timetable.
