New Bremen's Village Council on July 28 reviewed updated FEMA flood maps that newly show 65 parcels in the village's floodplain and held first readings on participation in the National Flood Insurance Program and on draft flood damage regulations.
Village Administrator Richter told the council staff is preparing the paperwork to join the National Flood Insurance Program and noted FEMA's remapping replaced maps from the 1980s. The council held First Reading of Resolution 2025-07-09 (to participate in the NFIP) and First Reading of Ordinance 2025-07-15 (Flood Damage Reduction Regulations).
The agenda materials cited the National Flood Insurance Act of 1968 as the authority for participation in the federally subsidized insurance program. Council members did not adopt the measures at the July 28 meeting; both items were read for the first time and will return for later consideration and any required public hearings.
If adopted, participation in the NFIP would make property owners in mapped areas eligible for federally backed flood insurance, and the Flood Damage Reduction Regulations would set local standards intended to reduce flood damage. The council did not provide a timetable for final adoption during the July 28 session.
The council will consider the resolutions and ordinances at a future meeting; staff signaled additional administrative steps are underway to complete NFIP enrollment and draft implementing regulations.
