Otisfield planning board reviews Shoreland and floodplain rule changes; subdivision ordinance flagged for next-year work

Chairman P. Tilkemeier opened the meeting at 7:00 p.m., and the board approved minutes from Dec. 9, 2025 and Jan. 13, 2026 unanimously.

Code Enforcement Officer K. Matthews told the Otisfield Planning Board that recent statutory amendments affect Shoreland Zoning and Floodplain Management. She said the Androscoggin Valley Council of Governments supplied the town with a revised map and that floodplain-management updates now allow a qualified professional to be involved in determinations the town previously handled internally. K. Matthews said she will continue to provide updates to the board as the town evaluates how the changes affect local permit review.

Planning Board member J. Whiting said he plans to include the town's Subdivision Ordinance in the board's ordinance review work, expanding the discussion beyond shoreland and floodplain topics. Planning Board member H. Olsen urged the board to emphasize water runoff and construction activities near streams and brooks when considering revisions to the subdivision and shoreland rules.

The discussion established priorities for the board's ordinance work: tracking statutory changes to shoreland and floodplain rules, reviewing the town's Subdivision Ordinance ahead of next year's town meeting, and addressing runoff and streamside construction concerns. The board did not take formal action on ordinance text at the meeting; members set the topic for ongoing review and future meetings.
