Bellevue council adopts financial controls, approves fire protection special assessment roll

Council member L. Pfiester moved to adopt the Village Financial Controls and Procedures Policy; Council member H. Coy seconded and the motion carried. The policy was adopted by majority vote as recorded in the minutes.
President B. Balkema moved to adopt the resolution establishing the special assessment roll for Village of Bellevue fire protection and emergency medical services; Council member E. Bird seconded. A roll call vote recorded Council members H. Coy, S. Roberts, B. Balkema, J. Willis, L. Pfiester and E. Bird as voting Aye. The motion carried, and the assessment roll was adopted.
Council member L. Pfiester moved to withdraw $26,250 from the Fire Board Pay Out certificate of deposit to pay the next Fire Control Board payment and to roll the remainder into a three-month certificate; Council member J. Willis seconded. The motion carried.
The minutes list invoice line items across general sewer, local water, major equipment and capital improvement accounts, including vendors such as Consumers Energy, Elan Financial and Ferguson Waterworks; the council approved payment of the May 12 invoices as moved by Council member S. Roberts and seconded by Council member L. Pfiester.
A public hearing on the Fire Protection and Emergency Medical Services special assessment was called at 6:01 p.m.; the record notes that no public comment was received prior to the hearing being adjourned the same minute. The minutes list K. Winright, K. Lang and M. Behnke as participants in a question-and-answer portion but do not record the content of their remarks.
The meeting was adjourned at 7:08 p.m. on a motion from Council member H. Coy, seconded by Council member L. Pfiester. Nicole Roberts, Bellevue Village Manager, is listed on the minutes.
