New Bremen council approves annexation, pool management agreement, employee handbook update and emergency appropriations

At its April 14 meeting the New Bremen Village Council voted 6-0 to annex 21.691 acres including Crown Equipment Corp, adopt a YMCA pool management agreement that raises the management fee, update the employee handbook nondiscrimination policy, and pass an emergency amendment to 2025 appropriations to allocate opioid settlement funds for a K-9.
The Council of the Village of New Bremen voted unanimously on multiple measures at its April 14, 2025 meeting.
On a 6-0 vote, the council approved Ordinance 2025-03-06 to annex 21.691 acres (parcels C09-014-001-01, C09-014-002-00 and C09-014-002-01) transferring property associated with Easthaven LLC and Crown Equipment Corp from German Township into the village. The motion was made by Councilman Lomakin and seconded by Councilman Hurley.
Council also adopted Resolution 2025-03-03, approving a management agreement with the YMCA of Greater Dayton to operate the municipal swimming pool; the management fee will increase from $13,000 to $15,500. Village Administrator Richter led the presentation of the agreement.
The body approved Ordinance 2025-03-07, an amendment to the employee handbook updating civil rights and nondiscrimination language to ensure compliance with federal funding requirements. Councilmember Bertke moved the ordinance; Councilmember Larger seconded.
On budget matters, the council noted an Opioid Settlement Fund (Fund 207) balance of $5,051.26 and voted to increase appropriations by $1,051.26 so the entire fund balance can be used toward a planned K-9 purchase. Council suspended the rules and declared Ordinance 2025-03-11 (Amend 2025 Appropriations) an emergency; the motion passed 6-0.
