The Stratford Ordinance Committee voted June 30 to refer a proposed amendment to town ordinance chapter 191 (taxation, number 26-11) to the Town Council for further consideration of a senior tax-relief program.
The committee opened Ordinance 3.1 and moved to refer the measure to the council so town leaders can determine how to implement relief for seniors facing assessment-related tax increases. A committee member said the change was intended to help residents dealing with “assessment shock” and to find ways to provide relief during a pressing time.
Committee members flagged a timing problem: under normal practice ordinances take 30 days to take effect, which could mean that relief would not apply in time for the coming tax year. Mr. Drake said staff would examine options, including whether the measure could meet the legal standard for an emergency designation so it would become effective sooner, and return guidance to the council.
The committee voted by voice to approve the referral. The ordinance will appear on the Town Council agenda for formal action; the date provided in committee discussion was July 13.
The referral does not itself adopt the relief or set final implementation details. Committee members emphasized the need for staff and the town attorney to clarify effective dates, interest and penalty implications for taxpayers, and whether the council can adopt an emergency ordinance so relief applies for the tax year in question.
