Chester selectmen approve minutes, appointment and tax refund; discuss solar, markets, permits and truck sale

At the June 9 meeting the Chester Board of Selectmen approved amended minutes, appointed Kate Hair to the Retirement Board, approved a motor vehicle tax refund, and discussed a town hall solar installation, Region 4 facilities leadership, the Sunday Market, a town picnic with an alcohol permit, Permit Link rollout on July 1, and sale of an old fire truck.
The Chester Board of Selectmen met on June 9 and approved routine business while noting several operational updates for the summer.
On motions by First Selectwoman Cindy Lignar, seconded by Selectman Paul Radicchi, the board unanimously approved the minutes of the May 26, 2026 regular meeting as amended, appointed Kate Hair to the Retirement Board (term to expire Dec. 16, 2028), and approved one motor vehicle tax refund as presented.
In selectmen reports, Lignar said an AEGIS solar system is being installed on the town hall roof; Public Works Director Cam Evangelisti will advise the board when the array is online and tracking energy use and savings. The board also noted that the Region 4 Director of Facilities has resigned; Lignar said she will meet with Lon Seidman to discuss next steps and the board suggested considering hiring someone to oversee facilities across all schools rather than only Region 4.
Community events and operational rollouts were highlighted: the Sunday Market begins June 14; a Townwide Picnic is scheduled for June 28 from 1 to 5 p.m., with a liquor permit already received and signage to be posted; and the Permit Link permitting software will go live on July 1 after training and legal review. The minutes record that the town sold a 1988 fire truck to East Hampton Auto Wrecking for $1,500 and noted that PFAS were removed from the vehicle prior to sale. Under a separate report, Pat Bandzes said Connecticut DEEP is requiring two buoys—one on each side of the silt curtains—at Cedar Lake.
No members of the public spoke during the audience of citizens. The board voted unanimously to enter executive session at 6:18 p.m. to discuss a personnel matter; the minutes state no action was taken following executive session. The meeting was then adjourned.
