Developer proposes 59 Winthrop Road self-storage; agency requests state reviews and drainage details

Annette Ellis of Juliano Associates presented an application for 59 Winthrop Road on June 1 proposing to renovate the existing building and construct three additional self-storage buildings. Submitted materials included a property and topographic survey, site layout, site development plan, and soil erosion and sediment control plans; wetlands on the property were flagged in October 2025.
Ms. Ellis said that portions of the project lie on state right-of-way and that a state application will be required. Agency members asked for clarity on whether there are wetlands on state-owned highway property and how far they extend; requested details on where the detention basin will discharge and confirmation that the state will allow connection to its discharge system; asked how drainage from Airport Drive will be bypassed or accounted for; and noted that a new driveway will require state approval. The Agency said it will not take final action until state reviews and approvals are completed.
