BET Committee approves $1.06 million additional appropriation for North Street Bridge after bids, notes LOTCIP grant

The BET Budget Committee voted 4-0 on Jan. 13 to approve an additional appropriation of $1,061,000 for the North Street Bridge Rehabilitation following a competitive bid process completed in December 2025. Department of Public Works Commissioner James Michel presented the request, saying the lowest responsible bid was $3,808,450.05 and that the scope had been modified to shorten construction by fully closing North Street rather than using alternating lane closures.
Commissioner Michel reported a total revised project cost of $4,760,562.61 and noted a state LOTCIP grant of $4,260,000. Previously appropriated Town funding totals $3,700,000. The Committee approved the requested additional appropriation and a 15% construction contingency to allow for construction inspection and materials testing connected to the accelerated schedule.
Comptroller Joan Lynch presented a bonding resolution to provide flexibility for bonding authorization; she said it is unlikely the project will utilize the authorized bonds because grant funding is expected to cover the cost, and any unused authorized bond would be deauthorized later. The Committee voted 4-0 to approve the bonding resolution for $1,061,000.
