First Selectman announces $500,000 connectivity grant; board hears staff resignations and waste-contract cost issue

First Selectman Joe Bellavance used the Selectman's report to tell the Board of Finance that the town was awarded a connectivity grant of $500,000 for sidewalks from Route 6 to the Fairgrounds and a crosswalk; he said a Statement of Work is being drafted.
Bellavance also reported personnel changes: Parks and Recreation Director A. Brosnan has resigned and T. Mahanna, a part-time Building Department employee, previously resigned. He noted the Housing Authority has hired Elderly Housing Management to manage the Upper Village and Quebec Square, with an expected start of Aug. 1, 2026.
On solid-waste contracting, Bellavance said the current contractor (MidNeroc) will not separate out hazardous waste from the contract; the town is evaluating whether to add roughly $11,333 per year to the budget to retain bulky-waste removal or to drop that service, a choice that would affect service levels and costs.
Why it matters: the connectivity grant could fund a visible infrastructure improvement in the town center; staff turnover and the waste-contract decision carry operational and budget implications.
