Clinton residents tell board runoff is flooding homes; mayor to meet with PEC engineers

Two Clinton residents raised stormwater complaints at the April 8 meeting, urging the board to address recurring runoff and flooding.
Louise Bennett of 10732 Roosevelt Street said water runs downhill onto her property and that she has repeatedly bought dirt to try to prevent flooding; she said she had not received an update after raising the issue previously. Mayor Mark L. Kemp told the board that David Colson with PEC flew a drone, photographed the site and found a culvert at the corner of Clarence and Roosevelt streets that was closed off. Kemp said he will meet with Colson on Friday to explore options to repair or unseal the drain and to review areas where curbs or overlays may have covered grates and ditches.
Edith Spears of 10805 Reiley Street reported water entering her home after rains, saying the flow comes from the hill by Silliman and that an open ditch behind nearby residences has been lost. The mayor said he will consult maintenance staff and PEC to assess ditches and drainage on Roosevelt, Reiley, Clarence and Cannon streets.
The board moved to accept the updates from Ms. Bennett and Ms. Spears; the motion passed. The mayor also scheduled a meeting with PEC and other staff on April 11 to include drainage in pre-construction discussions for a planned aerator project.
