Chair Jeffrey Miller moved to appoint Lay and Jamie Wheeler seconded the motion; the board approved the appointment with a roll-call vote in which Sharon Ridenour voted no and one member (Brandon Johnson) was absent. Miller said he “looked forward to working with Mrs. Lay” and expressed confidence in her ability to manage the district during the transition.
The board also voted to contract TSBA under Option Plan 3 to manage the search process. Miller described TSBA’s role as a professional, nonpolitical screening and recruitment service; the motion passed unanimously.
The interim appointment carries written conditions the board set earlier in the process: the interim will serve from Jan. 1 through May 31, 2026; if the interim is a current employee and returns to a former position, the transition terms were specified; and the interim is explicitly prohibited from applying for the permanent Director of Schools position. Resumes had been solicited during a prior 10-day advertisement period, and the board reviewed six applicants during the special meeting.
Next steps: TSBA will accept and screen applications for the permanent director role, and the board signaled plans to bring a candidate name to the March 2026 agenda and vote in April 2026 per the timeline discussed at the Nov. 3 meeting.
