The Rockbridge County Board of Supervisors voted June 30 to authorize staff to execute the county’s FY27 property/casualty and workers’ compensation insurance renewals after staff reported the combined premiums exceed the $100,000 procurement threshold and are higher than the amount budgeted.
Finance/administrative staff reported that the FY27 contract figures are $286,290 for line-of-duty/workers' compensation coverage and $155,385 for property and casualty coverage, for a combined total of approximately $441,675. The county had budgeted an amount roughly $46,000 lower than the received premium, and staff told supervisors they typically cover such differences through year-end surpluses.
Board action: A motion to allow staff to sign the invoices and continue coverage effective July 1 was moved, seconded and approved on the record. During the roll call Mr. Day, Mr. Hart, one supervisor recorded as "Miss," Miss Brown and Chair Bush voted in favor.
Context and next steps: Staff told the board the FY27 contract was received from Bay Corp and that the renewal is an annual administrative obligation. Because the county recently adopted a procurement policy requiring board approval of commitments above $100,000, staff sought explicit authorization rather than processing the contract administratively.
The board did not amend the coverage or send the matter back to committee; supervisors instructed staff to proceed with the renewal and return to the board if further budget adjustments become necessary.
