White Cloud council approves April expenditures, 1.731-mill fire assessment and police contract amendment; appoints Barnhard to utility board

The measure passed on a roll-call vote with Damon Anuci, Amy Barnhard, Herm Becker, Kay Scott, Jeff Murchison and Lori Shears voting aye; Mayor Brian Miller was absent.
Councilors also approved a package of resolutions related to fire protection funding. Resolution 2026-16 set the special-assessment funding level for the White Cloud Area Fire District at 1.731 mills for fiscal year 2026–2027; the minutes list the estimated total assessment at $53,705.54. Resolution 2026-17 confirmed that the assessments are proportionate to the benefits received, established the special assessment roll, and provided for the creation of liens and procedures for payment and collection related to fire protection costs. The public hearing on the proposed assessment drew no public comment; the council opened the hearing at 6:04 p.m. and closed it at 6:05 p.m.
The council set the public hearing date for the proposed fiscal year 2026–2027 budget for Tuesday, June 2, 2026, at 6:00 p.m. by adopting Resolution 2026-18.
On utility and revenue policy, the council adopted Resolution 2026-19, which follows section 51.55 of the city Code of Ordinances to allow delinquent water bills to be placed as liens on property after the required period and procedures. The minutes reference section 51.55 as the authority for that action.
Councilors approved two community special-event applications and waived fees: VFW Post #2053’s Memorial Day Parade (route from Williams/Wilcox to Cemetery with police escort) and Annette Gilbert’s final-year Russell Gilbert Memorial Kids Free Fishing celebration at Silver Drive/Rotary Park.
The council approved an amendment to the interlocal agreement with the City of Grant concerning the shared police chief. The amendment deletes a payment section and adds a Vehicle Cost Recovery provision addressing vehicle provision, adjusted capital cost allocation, useful-life assumptions, repairs and maintenance, and payment terms. Motion to approve the amended contract carried unanimously among present members.
Administratively, the council adopted Resolution 2026-20 to add Samantha Waite, Treasurer, as an additional authorized signer on City contracts and documents. Mayor Pro-Tem Shears recommended, and council confirmed, the appointment of Council Member Amy Barnhard to fill the vacant seat on the White Cloud Sherman Utility Authority board; the appointment passed unanimously among present members.
The council acknowledged routine departmental correspondence and reports (Police Department memos, DPW and zoning reports, City Manager/Treasurer report) and received a verbal update from the River Country Chamber.
