White Cloud Council unanimously approves January expenditures, poverty-exemption rules, grant filing, airport advisory committee and veteran banners

The White Cloud City Council on Feb. 3 unanimously approved a package of administrative and program items, including the city’s January expenditures, new poverty-exemption guidelines, a grant application to the Fremont Area Community Foundation, the creation of an airport advisory committee, and a city contribution to veteran banners that will be displayed on downtown decorative poles.
The council adopted Resolution 2026-06 to approve January payroll of $45,628.23 and payable claims of $99,516.04, a monthly total of $145,144.27. Councilmember Damon Anuci moved for adoption; Councilmember Candice Dault seconded. The roll call vote listed Anuci, Dault, Becker, Shears, Barnhard, Murchison and Miller in favor.
Council then adopted Resolution 2026-07, which establishes the city’s guidelines for granting poverty exemptions from property taxes. The measure passed on a motion by Candice Dault and a second by Damon Anuci with all members voting yes.
The council approved Resolution 2026-08 to submit a grant application to the Fremont Area Community Foundation (FACF). The resolution passed unanimously on a motion by Dault and a second by Anuci.
On airport planning, council members voted to create an Airport Advisory Committee to assist with long-range planning and the Airport Layout Plan (ALP). The council first moved to form the committee (motion by Anuci, second by Dault) and then set the committee structure in a later motion (motion by Lori Shears, second by Herm Becker): five members plus one alternate, with the first two appointees serving two-year terms and the remaining members serving three-year terms. Both motions passed unanimously.
Finally, responding to a City Manager request, the council approved splitting the $80 per-banner cost 50/50 with purchasers or sponsors and authorized a city expenditure of $1,640 for the city’s share. According to the motion (moved by Lori Shears, seconded by Herm Becker), the banners will remain on display for two years and then be given to the purchaser or sponsor.
The meeting minutes record the votes for each of these items as unanimous; no abstentions or dissent were recorded.
