White Cloud council adopts August expenditures, approves MDOT crossing grant application and transfers Act 51 funds to local streets

The White Cloud City Council adopted several routine financial and project resolutions at its Sept. 2, 2025, meeting.
The council unanimously adopted Resolution 2025-29 approving August expenditures totaling $184,258.79 (payroll $44,122.65; claims $140,136.14).
Councilmembers then approved Resolution 2025-30 authorizing submission of an application to the Michigan Department of Transportation Office of Rail for the 2026 Local Grade Crossing Surface Grant Program, which would fund minor crossing-surface improvements at 60% state cost with a 40% railroad match.
The council also adopted Resolution 2025-31 to transfer approximately $40,000 (±15%) of Act 51 funds from the major-streets account to local streets for routine maintenance and structure improvements. The minutes list specific target projects including the Alley at M37 east behind Animal Wellness (mill and asphalt overlay) and Swain Street from North to Gibbs (mill ends and asphalt overlay), along with miscellaneous repairs such as striping and sidewalks.
Councilmember Lori Shears moved, and Herm Becker seconded, to table discussion of the North Street/Lester Street property and the proposed North Street sports complex until the next regular meeting so the city can receive additional FAA information.
All three resolutions listed above passed on roll-call votes recorded in the minutes as unanimous.
