Borough outlines ParkMobile rollout, targets September go‑live for parking app and kiosks

Lititz public works briefed council on plans to transition the borough’s downtown parking meters to the ParkMobile system, describing zone maps, proposed kiosk locations and an implementation timeline.

Staff said the current meter footprint will remain; ParkMobile zones will generally span from one cross street to the next and two kiosks will be located for cash or card payments. Signs supplied by ParkMobile will show zone numbers and a QR code; staff plan to stock backup signs and may space them (one sign every two or three posts) to limit sign clutter. “They are providing us all the signs that we need at no cost,” a staff presenter said.

Kiosk delivery was estimated in August with a target to go live in September once kiosks are installed and meter heads removed in a coordinated, block‑by‑block swap. Staff said enforcement approach and zone size were designed with the practical capacity of enforcement technology in mind and that those details could be refined after launch. The borough will continue coordinating with the merchants association on communications.

Council members and attendees asked about enforcement, the number and length of zones, sign frequency, kiosk walkability and whether the system can accept pre‑payment before enforcement windows begin. Staff said vendor settings and enforcement integration (including handheld scanning or software) can be adjusted and will be clarified before the launch.

No formal action was taken at the meeting; staff will follow up with more detail and a future progress report.
