Hallock Council approves updated airport Manager and FBO agreements, appoints Jeremy Seng; discusses overnight parking fees

The Hallock City Council on Dec. 16 approved updated Manager and FBO agreements for the municipal airport and unanimously appointed Jeremy Seng as Airport Manager and fixed-base operator (FBO).
City Administrator Kendra Kroening told the council the airport is being remodeled and will no longer include living quarters. Kroening said the revised agreements set flowage fees to be paid annually each January and added a qtPod service agreement; the updated language calls for the FBO to pay 25% of a fee if flowage fees are less than that amount. Kroening also noted the city currently pays all airport electricity and recommended splitting the main hangar off to its own power meter while construction is underway so shop usage could be billed separately.
Airport manager candidate Jeremy Seng requested that the city pay lobby heating because the lobby functions as public space and asked permission to use unrented hangar space to park aircraft overnight when space is available. Kroening said area cities include a daily fee for overnight storage and proposed adding such a fee to Hallock’s 2025 fee schedule; Councilor Jen Peterson cautioned that adding a fee may be necessary because the city could bear liability if something happened to an overnight-stored aircraft.
Councilor Mike Totleben moved to approve the updated Manager and FBO agreements and to approve Jeremy Seng as Airport Manager and FBO; Councilor Kevin Waller seconded the motion and it carried unanimously. After the vote, Mayor David Treumer asked that fee details be added to the fee schedule; Seng said he did not want to be responsible for collecting after-hours fees, and Waller questioned whether the city should compensate Seng for any special trips to place aircraft indoors. Administrator Kroening said fee details could be added to the city website.
The council recorded no opposition to the appointment and the meeting adjourned at 5:56 p.m.
