RDC outlines comprehensive-plan update and Willow Creek Road timeline as federal review lingers

At the Dec. 11 meeting the Porter County Redevelopment Commission heard a staff update on the comprehensive-plan process and the Willow Creek Road extension, including results from a recent public open-house session and the status of the federal environmental review.
Staff said the consultant MKSK ran workstations during the open house to gather input from residents, farmers and business leaders; by staff count about 30 people attended the session. The staff member described the comprehensive-plan supplement that would apply an overlay within a half-mile on either side of any proposed Willow Creek Road extension and said the overlay would leave base zoning unchanged while enabling different architectural standards and driveway spacing.
On the environmental review, staff said the draft documents are still with federal reviewers and that progress was slowed by differences in modeling requirements and staff turnover at Federal Highways. "Can't go to public hearing until they've signed off on the draft document," the staff member said, adding an expectation the federal office in Illinois could complete review by the end of the first quarter or start of the second quarter of next year (March–April). Staff said after federal sign-off the county would schedule a formal public hearing and that consultants would address public comments in writing as part of the process.
Board members and staff described resident concerns raised at the open house—questions about alignment, property impacts and relocation—and acknowledged continuing opposition from residents who had attended prior meetings. The commission discussed a proposed field trip to St. Joseph County and South Bend to study county-level TIF districts and how utilities and water infrastructure supported development; staff said those visits could reveal lessons about structuring large TIF areas and agreements with service providers.
The discussion included repeated cautions that environmental and socioeconomic impacts are central to alignment decisions and that the process aims to choose alternatives with the least negative impacts. No formal vote was recorded on the comprehensive plan or Willow Creek Road alignment at this meeting; staff will return with next steps once federal review and commissioner consultations allow scheduling of a public hearing.
