Public hearings held; commissioners advance Heartland Christian Center right-of-way vacates to second reading

Porter County held public hearings Dec. 9 on two separate right-of-way vacation petitions tied to a proposed Sunshine Center project by Heartland Christian Center.
Pastor Phil Willingham (who identified himself to the board) described the Sunshine Center site south of the church on Highway 49 and explained the project would be sited on roughly 10 acres. Staff explained a statutory process requires the county to handle each parcel separately; the board closed the public hearing after asking for comments three times and, seeing none, voted to move both petitions forward for a second reading at the January meeting.
Staff told the commissioners a legal sketch and parcel descriptions were included in the meeting packet and noted that the county is not planning to build a road on the vacated right-of-way; any dedication or frontage work will be handled during the petitioner’s improvement process. The pastor said construction is proceeding slowly but continues to move forward.
The public hearings were opened and closed without testimony; the board’s motion to advance both petitions to the second reading was approved by voice vote.
