Penn Forest supervisors adopt 2025 budget, approve solid-waste ordinance and set transfer-station fees

Penn Forest Township’s Board of Supervisors adopted the township’s final 2025 budget and cleared a slate of administrative measures at its Dec. 2 regular meeting at the municipal building in Jim Thorpe.
The board voted unanimously (Supervisor Scott Lignore recorded as absent) to adopt a 2025 budget that lists General Fund revenue and expenditures each at $3,112,479.96, Sanitation at $499,839.00, and State Liquid Fuels at $272,911.49. Vice-Chairman Christian Bartulovich moved to adopt the budget and Supervisor Patrick Holland seconded; roll call recorded four yes votes and one absence.
In other formal actions, the board adopted Ordinance No. 3 of 2024, which amends the definition of “household unit” in Chapter 197 (Solid Waste). The ordinance was moved by Chairman Roger Meckes, seconded by Vice-Chairman Bartulovich and approved by roll call.
The supervisors also adopted Resolution No. 6 of 2024 to establish transfer-station permit fees. That action, like other motions on the agenda, passed on recorded roll calls with Meckes, Bartulovich, Holland and Denier voting yes and Lignore absent.
The board ratified a $466.00 purchase from West End Equipment for work-light and strobe-light kits for a new utility truck and accepted a $245.82 quote from Murphy’s Lumber for trailer-deck lumber. Officials voted to grant an exemption request from Indian Mountain Lakes for 2025 garbage permit fees after the township received the required letter and supporting documents.
The meeting included routine approvals of minutes from prior meetings and the acceptance of the treasurer’s report for November 2024 (balances and certificate-of-deposit totals were read into the record and accepted subject to audit). The roadmaster’s report detailed transfer-station activity for November, including a bulk amount of $314.00 and a year-to-date bulk total of $9,244.00.
The board granted a time extension for the Matti Subdivision to March 4, 2025, after a letter requesting the extension was received and the zoning report from Philip Prout was submitted.
The meeting adjourned at 7:18 p.m.; the board scheduled its Reorganization Meeting for Monday, Jan. 6, 2025, at 6:00 p.m., immediately followed by the regular monthly meeting. An executive session followed at 7:19 p.m.
