Commissioners approve emergency board rotation list and a Paycorp debt-collection contract

The Porter County commissioners voted Dec. 9 to establish a countywide rotation list of contractors to provide emergency boarding/board-up services and approved a one-year debt-collection contract with Paycorp.
Under the adopted rotation-list policy, contractors wishing to serve on the list must meet contractor-eligibility requirements that include insurance, equipment/readiness standards and employee background checks; the county remains neutral regarding billing and the property owner retains choice of vendor. County staff said the policy is a "courtesy" to residents and not a county endorsement of billing practices.
Commission discussion focused on vetting and liability. A 911 representative said vetting is not handled by dispatch and that the commissioners or a designee would approve applicants for the list; the county’s IT manager would add approved vendors into the CAD rotation. Staff will produce application forms and vetting criteria, to be reviewed by legal before vendors are placed on the rotation.
In separate action, the board approved a one-year agreement with Paycorp to collect delinquent accounts, with compensation set at 30% of amounts recovered. County staff recommended approval and the board adopted the contract by voice vote.
Both measures passed with motions and second recorded on the meeting record; staff will draft application forms and finalize contract paperwork.
