Minutes and waivers: the board approved the June 17 minutes and then voted to approve two waivers for Biddeford Auto Lodge related to setbacks (no paving within a rear property setback) and the requirement for a written stormwater engineering report; staff suggested and the board approved the waivers unanimously.
Private way (2026.19): staff recommended preliminary and final approval of a one‑lot private way to serve an internal lot on Procter Road, subject to five conditions read into the record by a board member: construction to the city's private way standards; an engineer certification letter before a building permit is issued; private ownership and maintenance (the city will not assume maintenance); maintenance to accommodate emergency vehicles to the Fire Department's satisfaction; and E911 naming and addressing (the street name identified in materials was Blackberry Lane). The motion passed unanimously.
Fiber Mirror (2025.10): staff recommended final site plan approval for a building addition and supporting parking/paving and noted peer‑review comments had been addressed. Consultants described wetland/vernal‑pool field work that eliminated previously flagged 'potential' vernal pools. The site design consultant also outlined fire suppression coordination (a reduced on‑site tank and the addition of hydrants) and the board moved and unanimously approved the final site plan.
Clarifying note on size: staff presentation and a later motion contained differing figures for the Fiber Mirror addition (one presentation line listed 104,000 square feet; a motion read into the record later referenced 50,395 square feet). The board recorded approval; staff will finalize the findings of fact and incorporate the correct project figures in final documents.
All recorded votes on these items were unanimous voice votes.
