Cedar Hill board adopts zoning-permit fee schedule and approves clubhouse appliances

The Cedar Hill Board of Mayor and Commissioners adopted a zoning-permit fee schedule and approved purchase of appliances for the community clubhouse at its Feb. 3 regular meeting.
The board voted unanimously to adopt Resolution 2025-03, which adds a fee schedule to the zoning code to cover administrative costs associated with permit processing, public notices and required signage. Commissioner Kirby moved to approve the resolution; Vice Mayor Pettus seconded, and the motion passed with affirmative votes from Commissioner Kirby, Vice Mayor Pettus and Mayor Edwards.
Temporary City Recorder Gayle Bowman told commissioners the city is at 59.95% of estimated revenues and 53.04% of estimated expenditures for fiscal year 2025, and provided a revenues-versus-expenses report and current cash-on-hand figures to the board. "We are at 59.95% of the estimated revenues and 53.04% of the estimated expenditures for fiscal year ending 2025," Bowman said.
Mayor Edwards also updated the board on the clubhouse renovation: contractor crews have completed walls and A1 Floors is installing the floors. Remaining small items include bolting down a ramp, installing a new clock and shelving, and placing stainless-steel tables; staff will order trash cans and the board approved buying a new refrigerator, stove and microwave with an optional protection plan. Mayor Edwards moved to approve the appliance purchase with the protection plan; Vice Mayor Pettus seconded and the motion carried.
City Manager Kevin Breeding told the board staff found an error in the mowing contract price language. "The contract states $600 per month but should read $150 per week," Breeding said; he said staff will correct the contract to a per-week price and expects the contractor to sign the revised agreement next week. Breeding added he will charge an extra $30 for weeks he mows the ballfield.
During citizen comment, an unnamed Knight Road resident reported a tree leaning toward a power line; staff determined the tree was stable and not in the public right-of-way. Ms. Owens reported a blocked culvert near the church on Gospel Street that has caused ponding when it rains; staff observed no ponding on the meeting day and will investigate and notify the resident of needed work.
The board approved the Jan. 6, 2025 minutes earlier in the meeting. Mayor Edwards moved to adjourn at 6:37 p.m.; Commissioner Kirby seconded and the meeting adjourned.
