Cedar Hill manager reports lien release, budget gains, farmer agreement and proposed field rental plan

City Manager Kevin Breeding reported at the Jan. 6 Cedar Hill meeting that a lien release was filed for one home-grant recipient after the five-year occupancy requirement attached to the grant had been satisfied. Breeding said the city has a few more lien releases pending for other grant recipients who have met the five-year period.
Breeding also updated the commission on the FYE 2025 budget: a Profit & Loss report in the packet showed December revenue exceeded expenses, and commissioners were given a cash-on-hand report that will be included monthly going forward.
On land management, Breeding described a proposed farmer agreement: a farmer has been maintaining 3 of the 5 acres purchased by the city and the agreement would require the farmer to pay $300 per year to cover added costs such as insurance and to save the city maintenance expenses. The board discussed the potential to add a walking trail on the remaining two acres.
Temporary City Recorder Gayle Bowman said the city has received new credit-card machines and is ‘‘waiting on the company to complete the online Tennessee Treasury process’’ and to receive card readers and an online payment option so residents can pay property taxes online.
Under New Business the board also discussed proposed softball/baseball field operations, including rental fees compared with nearby cities, two-hour rental increments to allow two rentals per day, coordination with Jr. Pro and co-ed teams, and the possibility of leasing concessions as a revenue source. Mayor Edwards presented replacement signs for the Red Devils after graffiti was reported.
