Spring City commission adopts personnel manual, approves six resolutions and a March charity run

On Jan. 8 the Spring City Mayor and Board of Commissioners unanimously adopted a personnel policy manual and approved six resolutions — covering asphalt contract pricing, election administration, a fireline tap fee, fireworks contracting, a depot sublease and a depot railcam — and approved the "Run for the Rescues" fundraiser for March 21 with final sign-off delegated to the police chief.
The Spring City Mayor and Board of Commissioners voted unanimously Jan. 8 to adopt a town personnel policy manual and to approve six separate resolutions on contracts, fees and facilities, and they approved a community fundraising run for March 21.
The actions were taken during a regular meeting in Spring City. Vice Mayor Jody Bauer moved to adopt Resolution 2026-01, "A Resolution to Adopt and Approve the Town of Spring City Personnel Policy and Procedures Manual," and Commissioner Thomas Beaver seconded. The motion carried with four ayes; Commissioner Jenkins was recorded absent.
Other resolutions approved by unanimous vote included: Resolution 2026-2, accepting a one-time reduced contract price with JB Asphalt Paving for asphalt repair work; Resolution 2026-3, requesting the Rhea County Election Commission to conduct the 2026 municipal election for two commissioner seats; and Resolution 2026-4, amending the town's water and wastewater schedule to add a fireline tap fee. Vice Mayor Jody Bauer and Commissioners Reba Murphy and Thomas Beaver were recorded as movers or seconders across these votes.
The commission also authorized the mayor to execute a contract for fireworks services for the Shake the Lake celebration via Resolution 2026-5 and approved Resolution 2026-6, authorizing a one-year sublease of the Depot building to the Spring City Chamber of Commerce. By separate motion the commission approved Resolution 2026-7 to allow a railcam at the Depot and authorized the mayor to negotiate and execute related agreements.
Commissioner Reba Murphy moved and Commissioner Thomas Beaver seconded approval of the "Run for the Rescues," a fundraising run to benefit the Rhea County Animal Shelter scheduled for March 21, 2026, at 10:00 a.m. at the Spring City Nature Center. The commission delegated final approval for the event to Police Chief Roger Day.
The meeting opened with a prayer and the Pledge of Allegiance, and City Recorder Brenda Dodson took roll call. The meeting adjourned at 8:05 p.m. The minutes were attested by Mayor Leon Locke and Recorder Brenda Dodson and were dated Feb. 5, 2026.
