Hallock council authorizes bill payments, accepts firefighter resignation, approves licenses and resolutions, and okays airport LED lighting

The Hallock City Council on Dec. 2, 2024 authorized a slate of routine but consequential municipal actions, including payment of city bills, acceptance of a long‑serving volunteer firefighter’s resignation, approval of liquor‑license renewals and two resolutions, and authorization of LED lighting at the airport.
Finance and bills: Councilor Mike Totleben moved to authorize payment of city bills as listed. The minutes show Total Check Amounts of $200,710.38 (AF) and $20,074.15 (UVB), check numbers 13836–13875 (AF) and 16045 (UVB), a collection of EChecks, and a payroll transfer of $39,954.97 covering wages, taxes and benefits. The motion was seconded by Councilor Kevin Waller and carried unanimously. Mayor David Treumer and Councilor Mike Totleben were named to review bills for the January 2025 meeting.
Fire department: Fire Chief Seth Preble reported five runs in November, ongoing officer elections, and equipment updates including new tires for the ladder truck. Chief Preble announced the resignation of volunteer firefighter Justin TerWee after 19 years. Councilor Kevin Waller moved to accept the resignation; Councilor Mike Totleben seconded and the motion carried unanimously. The minutes record the City’s thanks to TerWee for his service.
Airport and capital items: Airport Manager Jeremy Seng had no report, but Administrator Kroening said a special meeting would be scheduled to appoint the Airport Manager and FBO and to update those contracts. Bollig Engineer Angela Holm was noted as attending the airport commission meeting the following day. Todds Electric submitted a quote of $701.57 to install LED wall packs outside the main hangar to improve LifeFlight lighting; Councilor Mike Totleben moved to approve the $701.57 quote, Councilor Kevin Waller seconded, and the motion carried.
Licenses and resolutions: Council voted to approve liquor-license renewals collectively for the Hallock Curling Club, Hallock Eagles Club, Last Chance Trading Post, Craft Brewhaus and Red Barn Liquor after a motion by Councilor Naomi Larson and a second by Councilor Jennifer Peterson. The council also approved Resolution 2024‑25 designating the 2025 polling place and Resolution 2024‑26 authorizing Two River Golf Club to dispense alcohol; both resolutions were moved, seconded and carried.
Other items: Utility Superintendent Dan Larson reported short staffing in his department and plans to hang and repair holiday lights; he suggested placing a camera at the dumpsite to discourage illegal dumping. Councilor Kevin Waller asked about digitizing meeting packets; Administrator Kroening said the minutes and agendas are already posted online but expanded packet uploads would require additional staff.
The council adjourned at 7:29 p.m. on Dec. 2, 2024.
