Hallock accepts Bakken Construction bid for hangar liner, appoints Bollig Engineers

The Hallock City Council on Nov. 4 accepted a $78,732.18 bid from Bakken Construction to install a steel liner in a city hangar and voted to appoint Bollig Engineers as the city airport engineers via Resolution 2024-24.
Airport Manager Jeremy Seng told the council two bids were received for installation of ceiling liner panels that were never installed: Bakken Construction at $78,732.18 (which the minutes say includes electrical materials) and Pro Contractors at $89,750.00; a third contractor declined to bid. Councilor Kevin Waller moved to accept the Bakken Construction bid; the motion was seconded by Councilor Mike Totleben and carried unanimously.
Councilor Totleben then moved to approve Resolution 2024-24 appointing Bollig Engineers as the City of Hallock airport engineers. The motion was seconded by Councilor Waller and carried unanimously.
Council members also raised lighting and operations questions. Councilor Jen Peterson noted the importance of proper lighting at the main hangar, saying "that is one of the essential reasons we have an airport is for life flight." The council asked Manager Seng to obtain a quote to install LED wall packs to improve lighting for fueling and life-flight operations. Seng reported a few hangar bays were open and that the airport may lose a renter in the new year.
The minutes record both contract award and engineer appointment as unanimous votes; no amendments or dissent were recorded.
