Council approves Air Med contract, sponsors Blood Assurance drive and hires tourism coordinator; maintenance and JCH updates reported

The Spencer City Council on May 29 approved several routine municipal-service items and heard project updates.
The council approved an Air Med contract for $6,561 after Alderman David Chandler confirmed airlift coverage requires the patient to be in city limits; Recorder Crystal Crain said she will notify EMS of the coverage policy. The motion to approve was seconded and passed on roll call.
Mayor Farmer said Blood Assurance will provide a mobile blood drive on Aug. 12, 2025, from 3–6 p.m. and that the city will not provide funding for the event; council approved sponsoring the event to host Blood Assurance in Spencer.
On staffing, Mayor Farmer announced Amanda Lipps has been hired as Economic Development and Tourism Coordinator and will start June 2, 2025. Mayor Farmer also said maintenance employee Chad Moffitt will go full time in July.
Public-works and JCH updates reported that SRTS construction signs are scheduled to go up May 30, the Hwy 111 pump station project is ahead of schedule with concrete poured, contractor mobilization at the Caney Fork River site is under way with pre-blast surveys complete, and a planned boat-ramp closure is scheduled July 7, 2025–Feb. 28, 2026 (or until completion). City staff said plans have been submitted for a water-line expansion from the water tanks to Feed Store Road.
On the maintenance building, Mr. Moffitt described desired specifications: approximately 60x50 feet, three bays including a drive-through bay, a loft or storage room, a restroom, a lean-to for a tractor, and concrete floors; he said the structure will be a pole-barn style. No board action was required on the maintenance building at the meeting.
What happens next: Recorder Crain will notify EMS about the Air Med coverage policy; staff will prepare grant, personnel onboarding and construction planning materials as appropriate.
