Council sets TCRS rate, advances budget on first reading and approves budget amendment

The Spencer City Council at its May 29 meeting set the TCRS contribution rate at 10.81% for the 2025–26 fiscal year after Recorder Crystal Crain explained that 10.81% is the current and recommended minimum rate.
Vice Mayor Drew Campbell moved to keep the rate at 10.81% and the council approved the motion unanimously on roll call.
The council also conducted the first reading of Ordinance 2025-3, the FY2025–26 budget. Recorder Crystal Crain asked aldermen to review the budget numbers and report any requested changes; Alderman David Chandler moved to approve the first reading and the motion passed on roll call.
Separately, the council approved Budget Amendment #6, which increases general line items to accept a retention grant for Officer Hickman. Alderman Jerry Blankenship moved the amendment and Alderman Darrell Nance seconded; the amendment passed unanimously.
Mayor Farmer told the board that maintenance employee Chad Moffitt will go full time in July and that he is pursuing grant funds for road paving and maintenance.
What happens next: staff will incorporate any aldermen edits into the budget before subsequent readings and finalize budget items ahead of the 2025–26 fiscal year.
