Spencer council approves budget amendment, adopts updated building and energy code, OKs homecoming closures and buys lot for future parking

The City of Spencer City Council on March 27 approved several routine but consequential items, including a budget amendment, a local update to building and energy codes, permission for homecoming road closures and the purchase of a small lot adjacent to Old City Hall.
Budget Amendment No. 5 passed on its second and final reading. Alderman David Chandler moved to approve the amendment and Alderman Darrell Nance seconded. The amendment reallocates or increases general line items described by the council as funding for Safe Routes to School (SRTS) project expenses, state grant expense, governor's highway safety, police chief salary, police department equipment, city court fines and fees, and court department revenues and safety. Roll call recorded Alderman Nance: Yes; Vice Mayor Drew Campbell: Yes; Alderman Chandler: Yes. Aldermen Hensley and Blankenship were recorded absent. The motion passed.
On the second and final reading the council also approved amendments to Ordinance 2024-7 to update local building codes and adopt the International Energy Conservation Code, 2018 edition. Vice Mayor Campbell moved the measure and Alderman Nance seconded; council members present voiced unanimous approval.
Tiffany Crain, representing the homecoming committee, requested permission to close Veteran's Square and portions of Spring Street and Sparta Street for Homecoming on July 12. Alderman Chandler moved to approve the street closures; Vice Mayor Campbell seconded and all members present voted in favor.
Mayor Farmer explained the Hitchcock family is selling several properties, including a small lot between Old City Hall and the DHS building; Mayor Farmer said, “the family has always been gracious with allowing people to use their parking lot for old city hall parking, but is concerned the new owners may have other plans.” The council approved purchase of the 0.150-acre lot for $2,000 after a motion by Alderman Chandler and a second by Vice Mayor Campbell. Roll call on the purchase matched prior votes: Nance: Yes; Campbell: Yes; Chandler: Yes; Hensley and Blankenship: Absent.
There were no citizen comments recorded during the meeting. With no further business, the council adjourned.
The approvals take effect as local procedures require; no additional public hearings were announced during the session.
