Spencer council approves first reading to adopt energy-code updates after audit

Alderman David Chandler moved the first reading and Vice Mayor Drew Campbell seconded. The roll call vote recorded Aldermen Jody Hensley, Darrell Nance, Vice Mayor Campbell and Chandler voting yes, with Alderman Blankenship absent; the motion passed.
