Mayor John Kostichek called the meeting to order at 6:00 p.m. and the council unanimously approved the evening’s agenda. The council approved allowing food trucks to operate on the east side of Main Street adjacent to Water Tower Park on Saturdays during Walcott Jr. Panthers games from Sept. 13 through Oct. 11, with a rain date of Oct. 18, operating approximately 8:30 a.m.–1:30 p.m. The request was presented by Liz Bruns and approved on motion by Kirk Koberg, seconded by Harry Knutsen.
The council also approved a budgeted contribution of $2,500 to the Walcott Historical Society. Karen Puck presented a set of eight collector pint glasses depicting community scenes and noted the Walcott Historical Museum will be open Saturdays in September from 9 a.m. to noon. Lisa Mengler moved to approve the contribution; Jacob Puck seconded.
Austin Bowman, representing Midwest Iron Addicts, asked the council to approve a 5K race route for Saturday, May 23, 2026. The council approved the route as presented on a motion by Koberg, seconded by Puck.
The mayor appointed Jordan Orcutt to the Park Board for a term ending Dec. 31, 2027; the council approved the appointment. The council likewise approved the appointment of Kara Schinkel to the Zoning Board of Adjustment.
On capital and maintenance items, the council approved a pay request to Heuer Construction totaling $78,499.93 for the Plainview Road and Sterling Drive PCC panel replacement project and a $4,080.25 pay request to Triple B Construction for N. Century Street water-main replacement. The council also accepted the high bid of $2,725 from GovDeals for the sale of a 2006 International 7400 dump truck with plow. All motions were recorded as carried.
In other business, Public Works Director Paul Stagg raised the potential for sanitary sewer extensions to support future development; council members said they were open to further exploration. Councilmember Lisa Mengler said electronic speed signs on Memorial Road have been effective in reducing speeds, and councilmember Kirk Koberg reported donated improvements to the Victory Park concession stand and noted funding from the Walcott Day Committee toward park restroom upgrades; restroom work will be deferred until after Sept. 14 because of scheduled shelter reservations.
