Lancaster County commissioners honor retiring directors and approve grants, contracts and road projects

The Lancaster County Board of Commissioners opened its June 30 meeting with recognitions for two retiring department heads and then moved through routine business, approving claims, appointments, contracts and grant awards.
Chair Christa Yokum led the ceremony honoring Sue Eckley, director of risk management, and Karen Peterson, director of facilities and properties. Eckley, who the board praised for “faithful service,” told commissioners she was preparing to retire and noted, “I said to one of my friends the other day … I have one day left.” Peterson said she had “truly enjoyed this experience and working with all of you,” and both received commemorative clocks from the board.
After the presentations, the board approved minutes and a series of claims and consent items, including routine contract amendments and procurement items listed on the consent agenda. Chair Yokum noted an abstention on claims payable to organizations on whose boards she or her spouse serve. Commissioners recorded roll-call votes for motions throughout the meeting.
County staff presented several contracts and grants for approval. Jeff Kilpatrick of Community Corrections asked the board to renew a two-year subscription to the AIMS Specialty Court case-management software to restore needed reporting while the department evaluates alternatives. Kilpatrick said the system will help with court reminders and reduce failure-to-appear rates; the board approved the contract.
Sarah Hy, director of human services, described a $140,000 contract with the University of Nebraska–Lincoln to analyze juvenile and adult justice data, including recidivism and program outcomes; the board approved the contract. The Lancaster County Sheriff’s Office reported acceptance of a Justice Assistance Grant award of $99,655 to fund most of a narcotics investigator position in the Lincoln–Lancaster County Narcotics Task Force; that acceptance also passed.
Pam Dingman, Lancaster County engineer, briefed commissioners on transportation projects. The board approved a contract with Pavers Inc. to pave roughly two miles of Pine Lake Road and connect pavement to 148th Street; Dingman said favorable contractor pricing saved the county approximately 20% compared with prior estimates and that the project should be completed in time for summer. Dingman also presented an agreement with Felsburg, Holton & Ullevig to perform environmental and engineering studies under the Safe Streets for All grant for corridors including 148th Street and South 68th Street; the board approved the work.
Dennis Meyer, budget and fiscal officer, told the board a contract with Marks Plumbing would likely be the final project under the county’s Owner-Occupied Rehabilitation Housing Program before remaining funds transfer to the Southeast Nebraska Development District (SEND) program; the board approved the contract.
