Council approves small-business security protections and alternate‑side parking enforcement sticker rule
Summary
On June 30 the Council approved Intro 910A to ease security-grill replacement costs for small businesses and passed Intro 92A to permit limited stickers for alternate‑side parking enforcement; sponsors said both measures respond to long-standing concerns from small-business owners and sanitation enforcement challenges.

The City Council voted on multiple preconsidered items that change enforcement and small-business compliance requirements.
Council Member Althia Stevens, sponsor of Intro 910A, said the measure repeals an impending requirement from Local Law 75 of 2009 that could have forced some businesses to replace existing security grills at costs “that would have exceeded $10,000” for some owners. “Intro 910A repeals an outdated mandate while continuing to allow business owners to maintain safe, secure storefronts,” Stevens said during general orders.
Council Member Gail Brewer introduced Intro 92A regarding alternate‑side parking enforcement and limited stickers. Brewer argued sanitation estimates indicate widespread noncompliance and that the measure provides a practical enforcement tool to keep routes clean and reduce long-term street maintenance costs.
Votes and context: Both measures were reported out of committee and were coupled on the general orders calendar; the clerk announced the calendar results and later recorded roll-call tallies for certain individual items (Intro 92A recorded separate roll-call results as noted in official tallies). The measures were adopted as part of the council’s general orders on June 30.
