Lancaster County awards $2.05 million Pine Lake Road paving contract, approves safety-study engineering and fleet purchases

The Lancaster County Board of Commissioners voted June 30 to award a $2,046,964.05 contract to Pavers Inc. to pave Pine Lake Road from South 112th Street to South 148th Street, completing more than two miles of roadway connection to 148th Street. Commissioner Rick Vest moved and Commissioner Matt Schulte seconded the motion; the vote was 5-0 in favor.
County Engineer Pam Dingman presented a map and told the Board the successful bid was below the Engineer's estimate. “The project would pave more than two miles of Pine Lake Road, completing the connection to 148th Street,” Dingman said. The Board approved the construction contract and recorded the standard motion and second.
The Board also approved an agreement with Felsburg Holt & Ullevig for environmental engineering services related to federally funded Safe Streets For All (SS4A) grant projects. Dingman said the federally funded study will "evaluate safety improvements along 148th Street and South 68th Street, with an emphasis on roadway design and strategies to promote safe driver behavior." The agreement is for an amount not to exceed $399,949.71 and was approved 5-0.
Other procurement actions approved included:
- A memorandum of understanding with Genuine Parts Company dba NAPA Auto Parts for aftermarket vehicle parts and supplies, not to exceed $25,000 (approved 5-0).
- A three‑year sole‑source contract with Ron Turley Associates LLC for RTA fleet management software with year‑one cost not to exceed $15,266.89 (approved 5-0).
- An agreement and release of claims with the Rolofson Family Living Trust to reimburse actual non-betterment costs for septic system adjustments related to Culvert C-153 replacement, not to exceed $25,050 (approved 5-0). Right‑of‑way Manager Dalton Hoferer said relocation of the septic system was unavoidable and that reimbursement will be based on actual construction costs.
Dingman and staff framed the contracts as part of routine capital and maintenance work; the Board approved all items by voice votes recorded in the minutes. The agenda item motions and recorded votes show unanimous support for the projects at the June 30 meeting.
The Board adjourned at 9:45 a.m. The next regular meeting is scheduled for July 7, 2026.
