The applicant Jackson Bailey Group, LLC requested preliminary plat approval to subdivide parcels at 133 and 161 Blue Ridge Avenue into three single-family residential lots within the R‑1 zoning district. Staff reported the review was limited to the preliminary plat and does not authorize construction or substitute for final plat or site-plan approval.
The staff analyst’s report concluded the proposed density fits R‑1 limits, and at the preliminary level each lot appears to meet minimum lot size, width and setback requirements; final verification of dimensions, buildable area and compliance with Chapter 89 of the City of Demorest Code will be required at the final plat stage. Georgia courts require strict application of dimensional standards, the staff report noted, and the recommendation to council was conditional preliminary approval contingent on full compliance with Chapter 89 and satisfaction of any procedural requirements before the plat is recorded.
Council discussion focused on the recommendation language and on confirming the applicant understands that subsequent steps (construction authorization, final plat, and compliance review) remain necessary. No construction authorization nor final plat approval was granted at the March 3 work session.
