Demorest council reviews GoGov contract, employee-benefit study and street funding at May 5 work session

At a May 5 work session, the Demorest City Council reviewed several operational and budget items including a proposed one-year contract with GoGov, a request for a municipal employee-benefit cost study, a state-funded pavement grant award and the tabling of renovation bids.
City Manager Mark Musselwhite reviewed a one-year GoGov contract that would provide citizen engagement, request management, code enforcement features, multi-channel communications, online payments and notifications for $10,352 annually. Mayor Jerry Harkness noted the contract covers only 10,000 text messages and asked staff to investigate whether the limit (and continuing Nixle alerts) would meet the city’s needs and what additional costs would be required. Musselwhite told the council staff will report back with additional cost details and any recommended changes.
On benefits, Musselwhite asked for more time to run a cost study after Councilman Shawn Allen requested examining a change in the Georgia Municipal Employee Benefit System (GMEBS) rate to a 1.75 multiplier. No final decision on the multiplier was recorded; staff will return with quantified impacts on the city’s budget and employee costs.
Councilmembers were also told that the FY2026 LMIG Local Road Assistance (LRA) award of $45,653.89 requires no local match. Mr. Popham and Musselwhite recommended using the funding on specific segments: Georgia Street (1,208 feet), Wisconsin Street (958 feet) and Fisk Avenue to Cap Fry at the city limits (444 feet).
Musselwhite said he is still working through bids and bond information for City Hall renovations, the parking lot and the Post Office lease at 250 Alabama Street and recommended tabling that agenda item until staff completes the review. The meeting record shows the item was tabled for further work.
The council took no further formal votes on these items during the recorded work session; staff was directed to return with cost details and recommendations. The session adjourned at 7:05 p.m.
