Consultants presented concept designs for the city's parking lot and landscape work and a separate concept plan for optimizing City Hall space at the Demorest City Council's Sept. 4 work session.
James Irvin presented two parking-lot design options, explaining Department of Transportation guidelines, earthwork considerations and a stormwater strategy that routes runoff to a detention basin with controlled release near Floridia Avenue. Mayor Jerry Harkness emphasized that the documents are concept plans to help the city obtain accurate contractor quotes; formal approval would enable staff to solicit firm prices.
Brentt Cody of Blake Rainwater & Associates presented a City Hall concept plan intended to improve use of the existing building footprint and produce a follow-on cost plan. During discussion, Councilman Jimmy Davis recommended that the Police Department remain at its current location rather than relocating as part of the City Hall redesign. Several council members asked questions and raised concerns; the transcript records discussion but no formal approvals or votes on either concept.
Next steps recorded in the session include further development of the City Hall cost plan and use of the concept drawings to solicit contractor pricing for the parking lot and landscape work.
