Council Member Jen Gutierrez introduced Intro 58A, a bill to create an Office of Child Care and Early Childhood Education to coordinate the city's move toward universal child care and to work with agencies and providers to prioritize neighborhoods lacking care.
"We as we've introed it three times... I'm really excited uh to be able to pass this bill," Gutierrez said, describing the office's work to identify child-care deserts, bring independent providers to the planning table, and establish pathways to ensure providers receive dignified wages and benefits. Gutierrez framed the measure as part of a multi-bill package to make New York City a national leader on universal child care.
Gutierrez also said the office would work across agencies and with the mayor to implement free child care for children who reside in the city "at no cost to a parent, stepparent, guardian, or relative," and stressed the proposal aims to help working parents and communities where independent providers are the primary childcare option.
The transcript records Gutierrez's introduction and advocacy for the bill; it does not contain text of the bill or an implementation timeline. The item was introduced during the session and placed on the stated agenda for later consideration.
