Council appoints Jim Green and approves routine business; agenda and bills cleared

The minutes list those present as Kevin Pieters, Cory Schurman and Mayor ProTem Marc Havens; Mayor Dave Mull and Travis Hollander are listed as absent in the attendance line, although the minutes also state that Travis Hollander voted via phone on the initial appointment motion (the document contains that inconsistency and does not resolve it).
