Commission conditions Encompass rehabilitation hospital site plan on shielded lighting and 15‑ft pole limit

The Haslet Planning and Zoning Commission recommended approval of a site plan and landscape plan for a proposed 6.7‑acre Encompass rehabilitation hospital (Lot 1, Block 1, Haslet Crossing East) at its June 30 meeting, conditioning the recommendation on lighting controls and a reduced pole height.

Staff presented the site plan, landscape plan, photometric plan and building elevations and told commissioners the submittals met ordinance criteria. Commissioners spent much of the ensuing discussion focused on lighting: they questioned the legibility of the submitted exhibits, sought specification of exact fixture types, and pressed for assurances that lighting would not spill onto neighboring properties. One commissioner summarized the community expectation, urging that lighting be shielded so that "when you get to the property line it approaches zero as far as light spillage." That phrasing mirrors commissioners' repeated requests for horizontally shielded fixtures and clear photometric submissions.

After discussion a motion was offered to recommend approval with three conditions: (1) lighting fixtures must be horizontally shielded; (2) light spillage must be effectively zero at the property line; and (3) a maximum pole height of 15 feet. The motion was seconded and passed unanimously.

Commissioners asked staff to tighten submittal standards so future planned developments include clearer fixture exhibits and photometric details. Staff indicated the site plan will be forwarded to city council with the commission's recommendation and the specified conditions.
